Bio/CV: 
Kangsoo Kim currently serves as Senior Research Fellow of Department of Public Finance and Social Policy at the Korea Development Institute (KDI). He has been a fellow at the KDI since 2006, conducting research on infrastructure development, public finance, transport planning and Public Private Partnership (PPP). He had been a Vice President and Director of Department of Land and Infrastructure Policy in Korea Development Institute (KDI) from March 2016 to June 2018. He also had served as the Executive Director of Public and Private Infrastructure Investment Management Center (PIMAC) from July 2013 to March 2016. Kangsoo Kim’s infrastructure development and PPP experience also includes serving as the Director of PPP Division of PIMAC, the Director of Center for Transport Infrastructure Investment and the Director of Center for Korea Transport Database in the Korea Transport Institute (KOTI).
Born in the Republic of Korea, Kangsoo Kim holds the Master of Science in Urban Planning from Seoul National University in 1995 and a Ph.D. in Transport Studies from University of Leeds in 1998. Kangsoo Kim’s areas of expertise include transport planning and modeling under deep uncertainty, infrastructure
investment appraisal and PPP.
